Allows arrested persons subject to tribal arrest warrants to waive their right to appear before a district judge and consent to transfer of custody directly to tribal authorities through a written waiver

Requires that before executing a waiver, arrested persons must be informed of the issuing tribe's name, their right to counsel, and their right to appear before a district judge

Mandates that if no waiver is executed, the arrested person must be brought without unnecessary delay before the nearest available district judge

Applies only to tribal arrest warrants issued for crimes punishable as misdemeanors under tribal ordinances or resolutions
