Removes the requirement to advertise construction bid requests in the official county newspaper where the project is located

Allows the Department of Transportation director to advertise bids through online publication on the department's website or other electronic formats, replacing the previous option of daily newspaper publication

Retains existing advertising options including trade journals and direct written solicitation to qualified contractors on the department's bidders' list

Eliminates the requirement that equipment, materials, and supplies bids over $20,000 be advertised in the official county newspaper, replacing it with the same advertising methods allowed for construction bids

Maintains the three-week advance notice requirement for construction bid publications and two-week requirement for equipment/supplies bids
