Authorizes the Department of Transportation to delay bid submissions and bid openings for construction contracts by up to 21 days at its discretion

Requires the department to provide notice of delayed bid submissions and new bid opening dates through electronic means

Maintains existing requirements that bids must include either a certified/cashier's check equal to 5% of the bid amount or a bidder's bond equal to 10% of the bid amount
