Amends North Dakota Century Code sections 19-03.1-05, 19-03.1-09, and 19-03.1-11 to update controlled substance scheduling, requested by the State Board of Pharmacy

Adds new synthetic opioids to Schedule I, including several nitazene compounds (N-desethyl isotonitazene, N-piperidinyl etonitazene, 2-Methyl AP-237) and additional fentanyl derivatives

Expands Schedule I synthetic cannabinoid listings with new indole carboxamide compounds (MDMB-4en-PINACA, 4F-MDMB-BUTICA, ADB-4en-PINACA, ADB-BUTINACA, and others) and adds new substituted cathinones (eutylone, alpha-PiHP, 3-MMC)

Updates Schedule III anabolic steroid list by adding approximately 30 new substances including various bromo-androsta compounds, chloro-methyl compounds, and other steroid precursors

Adds COMP360 (crystalline polymorph psilocybin) to Schedule IV as a hallucinogenic substance and adds zuranolone as a Schedule IV depressant; declared an emergency measure taking effect immediately upon passage
