Amends North Dakota Century Code section 61-05-10 governing the formation of irrigation districts by changing terminology from "report" to "determination" throughout the statute

Removes the requirement for the Department of Water Resources to prepare a summary report showing the probable cost of proposed irrigation works

Requires the Department to instead prepare a "determination" outlining the practicability and feasibility of the proposed irrigation plan for lands within the district

Maintains existing procedural requirements including public notice publication for two consecutive weeks, a minimum 20-day waiting period before hearings, and filing copies with county auditors

Passed unanimously in the Senate (47-0) and near-unanimously in the House (91-1) during the 69th Legislative Assembly
