Changes the Public Service Commission's role in rail service assistance from "approval" to "cooperation" with the Department of Transportation across three code sections

Department of Transportation retains authority to qualify for federal rail service assistance grants under the Railroad Revitalization and Regulatory Reform Act of 1976

Department may apply for federal grants and utilize public/private funds for rail service purposes without requiring commission approval
