Amends definitions to distinguish between "electronic recording devices" (for surveillance/recording), "technology devices" (for communication like phones and tablets), and "virtual monitoring devices" (for live monitoring without recording) in health care facilities

Expands residents' rights to include community participation, courteous treatment, freedom from financial exploitation, and protection from retaliation for filing complaints, while adding facility closure as a valid reason for transfer/discharge

Requires facilities to provide 30-day advance notice of service cost changes, pay out resident funds and refunds within 30 days of discharge/death, and maintain inspection reports for three years instead of two

Allows residents to use technology devices and virtual monitoring in their rooms at their own expense, subject to privacy protections for roommates; facilities cannot refuse admission or remove residents for using authorized recording devices

Passed unanimously in both chambers (Senate 47-0, House 92-0) and establishes that waiver of resident rights cannot be a condition of admission or ongoing residence
