Increases the cost threshold for "routine or standardized products" from $1,000 to $20,000 for state agency purchases containing adhesive contract terms (shrink wrap, click-through agreements, end user licenses)

Allows agencies to purchase products with non-compliant liability terms if, after consulting with the Attorney General and Office of Management and Budget, they determine the purchase poses no reasonable risk of improper contractual obligations or uninsurable losses

Products must be commercially available to the public and the risk assessment must consider data and system security implications
