Amends three sections of North Dakota Century Code to allow the Department of Health and Human Services to govern state institutions through "policies" in addition to formal "rules"

Expands the state hospital governing body's authority to establish its powers and duties through policies or bylaws, not just formal administrative rules

Maintains requirement for the department to seek appropriations to ensure state hospital accreditation by the Joint Commission and certification by Centers for Medicare and Medicaid Services

Governing body members not employed by the department receive $100 per day compensation plus expense reimbursement for attending meetings

Passed Senate 46-1 and House 86-6 during the 69th Legislative Assembly session beginning January 7, 2025
