Creates a new chapter in Title 4.1 of the North Dakota Century Code establishing the Agriculture Commissioner as the official state agency to participate in the United States Swine Health Improvement Plan

Defines "swine" as domestic swine raised for breeding, feeding, or slaughter

Requires the Commissioner to cooperate with USDA's Animal and Plant Health Inspection Service veterinary services program to supervise the state's participation in the federal swine health plan

Directs the Commissioner to promote the welfare and improvement of the swine industry and marketing of swine products within North Dakota

Passed unanimously in both chambers (Senate 47-0, House 93-0)
