Incorporates federal pesticide certification standards (40 CFR sections 171.101-171.107, as of January 4, 2017) into North Dakota state law by reference

Requires the Pesticide Control Board to adopt federal EPA standards for applicator certification rather than merely "take into consideration" those standards

Adds new grounds for denial, suspension, or revocation of pesticide applicator certifications, including federal FIFRA criminal convictions, federal civil penalty orders, and concluded state enforcement actions for pesticide violations

Limits direct supervision exemptions for uncertified persons applying restricted use pesticides under private applicator supervision to herbicides only (previously applied to all restricted use pesticides)

Makes technical and grammatical amendments throughout Chapter 4.1-33 definitions and updates reporting requirements to the EPA from permissive ("may") to mandatory ("shall")
