Changes the program name from "animal identification program" to "premises identification program" in North Dakota Century Code Section 4.1-72-05

Modifies the North Dakota Stockmen's Association's role from serving as "the state's" administrator to serving as "a state" administrator for federally sponsored premises identification programs

Applies to premises identification programs pertaining to cattle, horses, and mules

Updates corresponding disclosure language in Section 36-01-36 to reference the renamed program
