Removes the attorney general's authority to appoint the state fire marshal and supervise the state fire marshal department, with retroactive application to cases arising after July 31, 2023

Updates state fire marshal duties to include enforcement of fireworks regulations, hazardous materials compliance, and fire protection/life safety systems (replacing outdated language about fire alarms and extinguishing equipment)

Removes the $50 fee cap for fire safety inspections, allowing fees to be set by administrative rules, and redirects inspection fees to the operating fund instead of the insurance regulatory trust fund

Changes fire investigation reporting deadline from one week to thirty days, and updates fire reporting requirements to use the emergency response information system instead of the national fire incident reporting system

Redirects fireworks distributor license fees ($250) from the general fund to the insurance regulatory trust fund, and repeals sections 18-01-35 and 18-01-36 relating to fund fees collected by the state fire marshal department
