Establishes a claims threshold of $100,000 to $1,000,000 per plan year for member insurers to receive reinsurance from the Reinsurance Association of North Dakota at up to 75% of the insurer's claims responsibility

Expands coverage from only "nongrandfathered" individual health benefit plans to all individual health benefit plans

Requires the board to annually determine attachment points and coinsurance percentages for association claims by April 1 of the preceding plan year

Declared an emergency measure, allowing immediate effect upon passage
