Creates a unified state alert notice system consolidating Amber alerts (child abductions), Blue alerts (threats to law enforcement officers), and Silver alerts (missing endangered individuals including disabled adults, those with developmental disabilities, and elderly adults)

Authorizes law enforcement agencies to request activation of alerts through the Bureau of Criminal Investigation or Highway Patrol superintendent, who must develop an operational plan with the Division of State Radio

Establishes minimum activation requirements for Amber alerts: child must be 17 or younger, confirmed in grave danger, and sufficient descriptive information available about the child, abductor, or vehicle

Establishes minimum activation requirements for Blue alerts: suspect must have threatened, injured, killed, or abducted a law enforcement officer, fled the scene, pose a public threat, and have available description for broadcast

Repeals existing sections 39-03-13.2 and 54-12-32 (current silver and blue alert statutes) to consolidate into the new chapter; passed unanimously (Senate 46-0, House 88-0)
