Superintendent of public instruction gains authority to review school districts for compliance with education-related state laws (Title 15.1, excluding chapters 15.1-15 and 15.1-16) and issue corrective actions

Reviews may be triggered by the superintendent's discretion, a majority resolution from a school district board, a county superintendent's written request, or a complaint form submitted by state residents

School districts must be notified of reviews and receive findings within 90 days, including either a corrective action with timeline and remedial steps or a letter of compliance

Non-compliant districts that fail to act within 30 days of a written warning face sanctions of up to 2% of total state payments deducted from subsequent distributions for each corrective action after the first

School districts may request a hearing within 10 days of receiving a corrective action or sanction, with proceedings conducted under chapter 28-32; losing districts may be assessed attorney's fees and hearing costs
