Prohibits all weather modification activities in North Dakota, making it a class B misdemeanor to perform or contract for weather modification operations

Defines weather modification broadly to include cloud seeding, hail suppression, precipitation modification (rain, snow, hail, mist, fog), and alteration of clouds, temperature, wind direction, and velocity

Repeals Chapter 61-04.1 (the existing weather modification regulatory framework) and Section 37-17.1-15 of the North Dakota Century Code

Removes weather modification from the list of state water development project priorities eligible for state water commission funding

Eliminates township authority to spend funds on weather modification activities and removes water resource board authority to conduct weather modification operations
