Creates chapter 43-17.5 of the North Dakota Century Code to enact the Physician Assistant Licensure Compact, allowing PAs with a qualifying license in one participating state to practice in other participating states through a "compact privilege" without obtaining additional licenses.

Requires PAs seeking compact privilege to have graduated from an accredited PA program, hold current NCCPA certification, have no felony or misdemeanor convictions, and maintain an unrestricted license with no adverse actions.

Establishes the Physician Assistant Licensure Compact Commission as a joint government agency with one delegate per participating state, empowered to promulgate binding rules, maintain a coordinated data system, and levy annual assessments on participating states.

Compact becomes effective when enacted by seven states; participating states retain authority to take adverse action against compact privileges in their jurisdiction and must report disciplinary actions to the data system within 30 days.

Provides special provisions for military families, allowing active duty personnel and spouses to obtain compact privileges based on an unrestricted license in good standing from any participating state.
