Changes certification expiration date for water distribution and wastewater system operators from July 1 to January 1 of each year

Removes statutory fee caps ($50 initial, $25 renewal) and authorizes the Department of Environmental Quality to set reasonable fees by rule based on anticipated administrative costs

Allows the department to use third-party examination services to administer and grade certification exams

Establishes civil penalties up to $5,000 per day for violations and Class A misdemeanor charges for willful violations or falsification of documents, records, or monitoring devices

Requires all rulemaking and compliance proceedings to follow chapter 28-32 administrative procedures, with appeals conducted under the same provisions
