Renames "regional human service centers" to "state-operated behavioral health clinics" throughout North Dakota statutes and establishes a framework for certifying "certified community behavioral health clinics" as private or public facilities designated by the department to deliver comprehensive mental health and substance use disorder services.

Extends involuntary treatment hearing timelines from four days to five days (exclusive of weekends and holidays) for preliminary hearings and treatment hearings when respondents are in custody under emergency commitment.

Restructures the cross-disability advisory council membership to 15 specific positions representing individuals with disabilities, parents/guardians, tribal communities, and professionals working with individuals with disabilities or behavioral health needs, with an expiration date extended from August 1, 2025 to August 1, 2027.

Creates a new "health and human services operating special fund" within the state treasury to finance department powers and duties, receiving county funds, federal Social Security Act funds, legislative appropriations, and other public moneys.

Directs the legislative management to study non-opioid treatment options to reduce pain during the 2025-26 interim, including examination of existing opioid settlement funds and potential education/awareness campaigns on non-opioid treatments.
