Replaces fixed monthly teletype system fees for city and county law enforcement with percentage-based fees set by the director, scaled by county population size

Counties under 5,000 population pay 15% of the director-established fee (previously $40/month); counties 5,000-10,000 pay 30% (previously $80/month); counties 10,000-15,000 pay 45% (previously $120/month)

Counties 15,000-25,000 population pay 60% of the director's fee (previously $160/month); counties over 25,000 pay 74% (previously $200/month)

Other law enforcement affiliated organizations and federal agencies continue to pay 100% of actual costs; state general fund agencies remain exempt from fees
