Authorizes the Department of Corrections and Rehabilitation to allow children of female inmates to reside at the Heart River correctional center under the care and general control of their mothers

Limits state liability for injuries to children residing at the facility, exempting the state from claims unless the injury is affirmatively caused by the negligent act of a state employee

Updates terminology in state liability statutes by replacing "patient" with "resident" when referring to individuals at state institutions
