Amends North Dakota's abandoned mine reclamation program to align with federal Surface Mining Control and Reclamation Act requirements, adding legal authority and programmatic capability requirements to reclamation plans

Creates a new "safeguarding treatment for the restoration of ecosystems from abandoned mines fund" set-aside trust account, funded by up to 30% of annual federal grants under Public Law 117-58 and 117-328, for acid mine drainage treatment, subsidence control, and coal mine fire prevention

Requires certification from the U.S. Secretary of Interior under 30 U.S.C. 1239 or 1240(a) before noncoal mining lands become eligible for reclamation funding

Restructures reclamation priorities to focus on coal mining impacts first, with noncoal mining projects secondary, and expands eligible activities to include restoration of adjacent lands and water supply facilities
