Amends Section 24-03-08 of the North Dakota Century Code to clarify the appeals process for stream crossing discharge calculations when highways cross waterways

Allows the Department of Water Resources to review stream crossing designs when petitioned by a majority of affected landowners or requested by county commissioners, township supervisors, or water resource boards

Requires petitioning or requesting parties to demonstrate they are aggrieved by the placement of a stream crossing discharge before filing

Mandates the Department of Water Resources to determine the design discharge capacity needed to meet stream crossing standards and notify both the aggrieved party and appropriate road authority of review results

Provides liability protection for the department, county, and township from water damage claims if newly constructed or reconstructed crossings comply with stream crossing standards
