Adopts the Uniform Child Abduction Prevention Act as Chapter 14-14.2 of the North Dakota Century Code, allowing courts to issue abduction prevention orders when there is a credible risk a child may be wrongfully removed or retained

Establishes 13 risk factors courts must consider when assessing abduction risk, including prior abduction attempts, threats, domestic violence history, ties to foreign countries, immigration status changes, and activities suggesting planned flight (selling home, closing accounts, obtaining travel documents)

Authorizes courts to impose prevention measures including travel restrictions, passport surrender requirements, supervised visitation, financial bonds, prohibition on removing child from state/country, and registration with the U.S. State Department's child passport issuance alert program

Permits courts to issue ex parte warrants for immediate physical custody of a child when imminent wrongful removal is likely, with a required hearing no later than the next judicial day

Passed unanimously by both chambers (Senate 47-0, House 92-0) during the 69th Legislative Assembly session beginning January 7, 2025
