Authorizes the Adjutant General to prequalify, select, and contract consultants for architecture, engineering, construction management, and land surveying services, with contracts limited to five-year terms including renewals

Projects with state consultant costs up to $250,000 may be procured through direct negotiation with prequalified firms; projects between $250,000-$500,000 require notice to all prequalified firms with a 7-day response period

Projects exceeding $500,000 in state consultant costs require notification to all prequalified firms with a minimum 21-day response period and full compliance with standard procurement requirements

Multiple projects may be combined into a single solicitation, with the procurement rules for the highest-value project applying to all projects in that solicitation
