Creates a new statutory formula for distributing biennial workforce training appropriations through the State Board for Career and Technical Education

Allocates 60% of funding equally among all workforce training centers regardless of size or output

Distributes 20% based on each center's average training hours provided over three consecutive fiscal years from the previous four-year period

Distributes the remaining 20% based on each center's average number of unduplicated participants over the same three-year averaging period
