Permitholders may change the purpose of use of a conditional or perfected water permit without losing their priority date, subject to Department of Water Resources approval

Applications to change purpose of use must be processed and evaluated using the same standards as conditional water permit applications

Changes may be approved if they do not adversely affect other water appropriators' rights and meet one of two conditions: the new use is a superior use under the statutory priority order, or the change is to livestock or fish/wildlife/recreation use for a reservoir with no water withdrawal
