Expands residency eligibility for the skilled workforce student loan repayment program and scholarship program to include individuals who reside within 50 miles of North Dakota and work in the state in high-demand occupations

Creates a new supplemental state grant award for students with total family income of $80,000 or less, covering tuition costs not met by existing financial assistance grants and federal Pell grants

Adds restrictions preventing scholarship and grant applicants from receiving awards if they or close family members provide or direct matching funds for the programs

Prohibits all covered scholarship and grant programs from issuing awards that exceed the total cost of attendance when combined with other financial aid sources

Appropriates $2,000,000 from the general fund to the North Dakota University System for supplemental student financial assistance grants for the 2025-2027 biennium
