Expands the definition of "primary sector business" to explicitly include tourism operations that demonstrate creation of new wealth by attracting out-of-state visitors

Broadens the definition of "new wealth" to include revenues from customers or visitors from outside the state, not just customers

Removes the separate standalone definition of "tourism" from municipal economic development law (Chapter 40-57.1), consolidating tourism under the primary sector business definition

Removes the redundant phrase "and includes tourism" from the seed capital investment tax credit statute since tourism is now included in the core definition
