Reduces the cap on free (gratis) antelope hunting licenses for qualifying landowners and farmers from the total number of licenses to one-half of the licenses available for each pronghorn license type per district or unit

Eliminates the previous provision that split licenses 50/50 between free and paid when a district exceeded 50 licenses and demand exceeded supply

Maintains eligibility requirements: North Dakota residents who own or lease at least 150 acres of land they actively farm or ranch within a unit open for antelope hunting

Allows applicants unsuccessful in the free license lottery to be included in the lottery for remaining paid licenses in the district

Passed the Senate 30-16 and the House 75-14 during the 69th Legislative Assembly (2025 session)
