Redefines "health insurance benefits coverage" for the uniform group insurance program to require compliance with federal Affordable Care Act requirements (42 U.S.C. chapter 6A, subchapter XXV), including for the program's grandfathered preferred provider organization plan

Consolidates separate definitions of "hospital benefits coverage" and "medical benefits coverage" carriers into a single "health insurance" carrier definition and adds a new definition for "nongrandfathered health plan"

Appropriates $1,442,991 from the general fund and $1,851,509 from federal/special funds to the Office of Management and Budget for a health insurance premium pool to help state agencies cover premium increases resulting from the changes

Directs the public employees retirement system to use an estimated $3,294,500 from the health insurance reserve fund for the state employer share of premium increases through June 30, 2027
