Increases the barley assessment from 20 mills to 30 mills per bushel on all barley grown, delivered, or sold to a first purchaser in North Dakota

Increases the wheat assessment from 15 mills to 20 mills per bushel on all wheat grown, delivered, or sold through commercial channels in North Dakota

Removes the residency requirement for Barley Council members, requiring only that they be participating producers rather than residents of the district they represent

Allows vacant Barley Council district seats to be filled on an at-large basis by appointing a participating producer from another district when no eligible producer is available within the district
