Adds psychological or physical conditions rendering an officer unable to safely perform duties as grounds for license denial, suspension, or revocation

Requires applicants seeking reinstatement after license revocation to complete physical or psychological examinations if requested by the board, with denial of reinstatement for refusal to release requested medical information
