Creates the Army Forces Reserve Component Scholarship Program providing 100% tuition coverage for members of U.S. military reserve components (Army, Navy, Marine Corps, Air Force, Coast Guard, Space Force) enrolled full-time at North Dakota higher education institutions

Eligible applicants must be reserve component members, full-time students without a baccalaureate degree, and must not have received other state military financial assistance under chapters 37-07.1 or 37-07.2

Scholarship limited to 48 eligibility units maximum (equivalent to approximately 4 years of full-time study), with 12 credit hours per semester equaling 12 eligibility units

Private institution students receive the lesser of 100% of their tuition or the average tuition of state-controlled institutions; scholarships awarded regardless of financial need and processed in order received

Recipients called to active duty receive mandatory leave of absence with no academic penalty, and institutions must either repay scholarship funds to the state or allow students to complete interrupted coursework
