Creates a children's cabinet to assess, guide, and coordinate care for children and families across state government branches and tribal nations, replacing the existing cabinet under section 50-06-43.1

Cabinet membership includes the governor, chief justice, four legislators (two from each chamber), superintendent of public instruction, HHS commissioner, protection and advocacy director, a tribal representative, and five governor-appointed individuals representing schools, special education, human services, private agencies, and parents

Requires quarterly meetings and annual reports to legislative management and governor on cabinet activities and findings

Directs the cabinet to develop strategies addressing gaps in early care, education, medical and behavioral health, child welfare, and juvenile justice, while coordinating across public and private service providers

Office of the governor provides staffing and administrative services; members receive mileage reimbursement, and legislator members receive per diem compensation under section 54-35-10
