Requires every regular meeting of governing bodies of cities, counties, townships, school districts, park districts, and water resource districts to include an opportunity for public comment.

Individuals providing public comment must submit their name and address in writing to the governing body, with addresses classified as exempt records protected from disclosure.

Governing bodies may limit public comment by time per speaker, total comment time, or by agenda topic (limited to current and at least one preceding meeting's agenda).

Governing bodies must develop a public comment policy that may require comments be pertinent to the entity, prohibit interference with orderly meeting conduct, and ban defamatory, abusive, harassing, or unlawful speech.
