State and political subdivision employees who are National Guard members, armed forces reservists, or subject to federal service call are entitled to leave of absence for military duty without loss of status or efficiency rating

Employees receive 20 workdays of paid military leave per calendar year, with an additional 30 days of paid leave for mobilization or emergency state active duty (minus any paid leave already used that year)

Removes the previous requirement of 90 days continuous employment before qualifying for paid military leave

Expands the definition of "veteran" from those who served on "active military duty" to "uniformed services duty" for 180 days or the full period called to service

Declared an emergency measure; passed unanimously in both chambers (Senate 46-0, House 90-0)
