Legislative management must conduct a study during the 2025-26 interim on whether to assign water management authority based on natural watershed boundaries instead of political subdivision boundaries

Study must review water management approaches used by surrounding states and examine the powers, duties, and organizational structure of watershed boards

Study must evaluate dispute resolution procedures for watershed district residents and mechanisms to initiate, implement, and improve works projects within watershed districts

Department of Water Resources' role in mapping and establishing watershed boundaries must be examined as part of the study

Findings, recommendations, and any implementing legislation must be reported to the 70th Legislative Assembly; bill passed Senate 45-2 and House 85-3
