Transfers $65,000,000 from the strategic investment and improvements fund to the university system capital building fund, with $15 million allocated to Tier II and $50 million to Tier III across 11 institutions

Establishes differentiated matching requirements for UND and NDSU: 2:1 match for Tier II funds and 1:2 match for Tier III funds, compared to 1:1 and 1:9 ratios respectively for other institutions

Allows institutions to use Tier II funds for extraordinary repairs, deferred maintenance, and bond payments on academic and student housing facilities that do not increase building square footage

Repeals section 15-54.1-05 relating to the university system capital building fund pool and redirects fund interest/earnings to each institution's Tier II allocation subject to matching requirements

Expresses legislative intent for the 70th Legislative Assembly to appropriate $80,000,000 for Tier III of the university system capital building fund for the 2027-2029 biennium
