Transfers all duties of the securities commissioner to the insurance commissioner, eliminating the separate securities commissioner position that was previously a governor-appointed, senate-confirmed four-year term

Amends definitions across multiple North Dakota Century Code chapters to replace "securities commissioner" and "securities department" with "insurance commissioner" and "insurance department"

Directs the office of management and budget to transfer all appropriated amounts and full-time equivalent positions from the securities department to the insurance commissioner for the 2025-2027 biennium

Removes the securities department from the list of state agencies required to obtain centralized desktop support services from the information technology department

Effective July 1, 2025, and declared an emergency measure; passed Senate 40-6 and House 88-1
