Adds new definitions for "dental anesthesia assistant" and "qualified dental assistant limited radiology registrant" to expand categories of dental support personnel who can perform specific duties under dentist supervision

Authorizes the Board of Dental Examiners to establish volunteer licenses for dentists and dental hygienists who were previously licensed in North Dakota or hold a license in good standing from another state

Extends the license renewal grace period from 60 days to one year after expiration, with increased late fees (double the standard late fee) and additional documentation requirements to demonstrate continued competency

Removes the minimum age requirement of 18 years old for patients receiving local anesthetic administered by dental hygienists, allowing the board to establish supervision requirements by rule

Grants the board authority to impose fines up to $5,000 per violation, establish an alternative-to-discipline program similar to the Board of Medicine, and recover investigation and prosecution costs from licensees found in violation
