Creates a new extended deadline of one year (instead of 180 days) to file notice of claims against the state for "serious injury" as defined in section 26.1-41-01

Retains the standard 180-day notice requirement for ordinary injury claims against the state or state employees

Removes the provision allowing personal representatives, surviving spouses, or next of kin to file wrongful death claims within one year

Passed the Senate unanimously (45-0) and the House with near-unanimous support (88-3)
