Study topics include expanding dual-credit programs for three-year bachelor's degrees, creating uniform transcripts, waiving credit transfer fees, and potentially consolidating colleges or establishing satellite campuses

Study committee would include 7 voting legislative members (3 senators, 3 representatives, 1 chairman) with bipartisan representation from majority and minority parties

Nonvoting members include the State Board of Higher Education chairman and student representative, ND University System chancellor, a K-12 education representative, and representatives from manufacturing, health care, agriculture, and energy industries

Findings and recommendations with any implementing legislation must be reported to the 70th Legislative Assembly; passed Senate 47-0 and House 89-4
