Amends North Dakota Century Code section 39-06.1-10 to revise the point system for driving record violations

Reduces points for failing to have a minor in a child restraint system or seatbelt from 1 point to 3 points (appears to be an increase based on strikethrough notation showing change from "1" to "3")

Adds eight new noncriminal violations to the point schedule, including: using a wireless communications device (3 points), failure to maintain control while distracted (3 points), following too close (3 points), driving on a closed road during hazardous conditions (3 points), and disregarding a stop sign (3 points)

Reorganizes existing right-of-way violations by separating certain offenses (sections 39-10-22 through 39-10-26, 39-10-28, 39-10-33.3) into a new category carrying 3 points instead of 2 points

Removes some code section references from certain violation categories, including overtaking violations (39-10-13, 39-10-15) and wrong-side-of-road violations (subsection 3 of 39-10-16), which are reassigned to new separate categories
