Establishes parental rights as "fundamental" under North Dakota law, requiring government entities to meet strict scrutiny (compelling interest + least restrictive means) before substantially burdening parents' control over their children's care, education, and upbringing

Requires written parental consent before schools can: collect biometric data or DNA, make video/voice recordings, use names or pronouns different from a child's legal name/sex, or provide instruction on gender identity, gender expression, sexual orientation, or sexual relationships (with 3-day advance notice)

Grants parents rights to access all educational and medical records, review curriculum and teacher training materials, withdraw children from activities conflicting with religious/moral beliefs, and opt out of surveys and data collection beyond basic educational records

Prohibits government employees (except law enforcement) from encouraging children to withhold information from parents or withholding information relevant to a child's physical, emotional, or mental health

Creates private right of action allowing aggrieved parents to sue for violations and recover costs and attorney's fees, with school boards required to indemnify school personnel for any violations
