Department must assign a vehicle identification number (VIN) for vehicles without one or where the VIN cannot be located, changing from discretionary ("may") to mandatory ("shall")

Applicants may submit a photo of the VIN instead of requiring a physical vehicle inspection before the department issues a certificate of title

Vehicles more than 40 years old can receive a new certificate of title with simplified proof of ownership requirements—only a bill of sale or affidavit of ownership is needed, without the certified mail attempts required for newer vehicles

Department must use the sale price on a bill of sale when valuing vehicles over 40 years old; appraisals may only be requested if no bill of sale is presented, and these transfers are exempt from certain registration provisions

Vehicles may be transferred regardless of condition if the department can verify ownership and the vehicle has a VIN
