Amends North Dakota's theft offense grading law to count violations of equivalent local ordinances toward repeat offense enhancements for thefts valued at $500 or less

Second or third shoplifting offense within three years becomes a class A misdemeanor when prior convictions include equivalent municipal ordinance violations

Fourth or subsequent shoplifting offense within four years becomes a class C felony when counting equivalent ordinance violations

Passed the Senate unanimously (46-0) and the House (76-13)
