Establishes a 90-day window to collect signatures after the Secretary of State approves the recall petition for circulation, with special elections held 95-105 days after petition certification

Prohibits recall elections if they would occur within one year of a regularly scheduled election where the official could seek re-election, and bars recalling the same member twice during a single term
