Removes the state licensing requirement for representatives of video livestock auction markets and internet livestock auction markets operating in North Dakota

Repeals sections 4.1-28-03 and 4.1-28-04 of the North Dakota Century Code, which previously established licensing procedures and fees for video livestock auction market representatives

Video and internet livestock auction markets must still transact business through a representative, but that representative no longer needs to be licensed under state law
